MOA is headed by the Minister of Agriculture and is assisted by four Deputy Ministers. There are four departments – Administration; Planning and Development; Technical Services; and Research and Extension each headed by a Deputy Minister who is assisted by an Assistant Minister. Reporting to the Assistant Ministers are Directors of various Sections of each department.
In addition to the four Deputy Ministers, Internal Audit, Communications Section, the Bureau of Fisheries, and the Central Agriculture Research Institute (CARI) report to the Minister of Agriculture. However, the Deputy Minister for Technical Services has oversight responsibility for CARI and the Bureau of Fisheries.
The Internal Audit Unit (IAU) reports to the Internal Audit Secretariat (IAS) functionally and to the Minister of Agriculture administratively. This means that though the IAU works with and submits it reports to the Minister of Agriculture, it is ultimately answerable and accountable to the IAS.
